地方高校赋能乡村治理的理论逻辑及实践路径

摘要
乡村治理是推进治理体系和治理能力现代化的应有之举.地方高校作为教学科研、人才培养、文化传承、服务地方的主阵地,源于国家政策支撑、服务乡村的特殊情怀、现实需求匹配的理论逻辑,广泛地开展了助力乡村治理实践.以河南省X校为实践样本,进行地方高校赋能乡村治理的实证研究,分析地方高校参与乡村治理在内驱动力、管理机制、后勤保障等方面的短板,进而从构建理念、增强服务意识,健全机制、提升治理成效,整合资源、做好后勤保障等方面进行实践设计,推动"四链"融合,助力高校赋能乡村治理实践提质增效.
Abstract
Rural governance is a necessary approach to enhance the modernization of China's system and capacity for governance.Local colleges and universities have extensively implemented the practice of empowering rural governance as the primary function of teaching and research,talent cultivation,cultural inheritance,and service to the local community.This is a result of the support of national jurisprudence,the unique sentiment of serving the countryside,and the theoretical logic of aligning with the actual needs.Taking X school in Henan Province as an empirical case,we conducted an empirical study on local universities empowering rural governance,analysed the shortcomings of local universities participating in rural governance in terms of internal driving force,management mechanism,logistic support and so on.Subsequently,a practical design was implemented to develop ideas to raise the awareness of services,enhance operational mechanism to improve governance effectiveness,integrate resources to provide efficient logistic support.These efforts were aimed at promoting the"four chains"integration to advance the quality and efficiency of local universities empowering rural governance.
