中国国际消费中心城市发展定位研究

摘要
近年来,建设国际消费中心城市作为我国一项新的政策举措,不仅观念、措施新,而且概念、提法新,需要进行概念辨析和发展定位.国际消费中心城市有其建设背景,当前我国国际经济已经取得相当成就,但生产制造扩张潜力有限,进一步推动国际化需要借助消费.国际消费中心城市具有目标上的全球消费经济空间组织者、位置上的高端消费先行者、体系上的消费经济主导者、层级上的全球消费高地、创新上的国际消费潮流引领者、改革上的消费发展转型推动者等宏观定位.在消费中心建设过程中,需要以层级定位推动消费经济升级发展,以政策定位推动消费经济全面发展,以国际定位推动消费经济开放发展,以中心定位推动消费经济规模化发展,以消费定位推动经济消费共享转型.
Abstract
As a new policy measure in China in recent years,the construction of international consumption center city is not only new in concept and measure,but also new in concept and formulation,which requires concept discrimination and development orientation.International consumption center city has its construction background,the current international economy in China has made considerable achievements,but the expansion potential of production and manufacturing is limited,and further internationalization needs to rely on consumption.The international consumption center city has the macro positioning of being the organizer of the global consumption economic space in terms of target,the pioneer of high-end consumption in terms of location,the leader of consumption economy in terms of system,the global consumption highland in terms of level,the leader of international consumption trend in terms of innovation,and the promoter of consumption development and transformation in terms of reform.In the process of the construction of the consumption center,it is necessary to promote the upgrading and development of the consumer economy from the levels,to promote the comprehensive development of the consumer economy from the policy positioning,to promote the open development of the consumer economy from the international positioning,to promote the large-scale development of the consumer economy from the central positioning,and to promote the consumption sharing transformation of the economy from the consumption positioning.
