How can Home-based and Community-based Elderly Care Services Operate Sustainably?——Based on Multiple CasesStudy in City A
Home-basedand community-based elderly care services are an important measure to actively respond to the national strategy of aging population,and provide service support to meet the beautiful needs of elderly people for elderly care without leaving home or community.But in reality,many home and community elderly care service institutions face difficulties in operation and are struggling to make progresses.How to break through the dilemma of home-based and community-based elderly care services and enable home-based and community-based elderly care service institutions to survive?This article is based on three typical operating models in City A for case analysis and examination.It is found that there are multiple difficulties in the current supply of home-based and community-based elderly care services,such as difficulties in collaborative governance,structural imbalance between supplies and demands,and insufficient policies and institutional linkage protection.It is proposed to promote diversified subject governance,accelerate supply side reform,accurately match demand and supply,promote policy and institutional linkage,and enhance the sustainable operation capacity of home-based and community-based elderly care service stations.
