Rural collective economic organizations implement the household contracting operation system based on family contracting and contract combination of two-layer operation system.To consolidate and improve the basic rural operation system,there are issues that need to be broken at both the household and collective operation levels.The reform and development of rural collective economic organizations should grasp the direction and principles from the valuable experience of long-term evolution and development,and the most basic thing is to adhere to the unchangeable collective land ownership system,be conducive to motivating farmers and protecting farmers'rights and interests,and be conducive to promoting the development of rural collective economy.The development of rural collective economy needs to expand the development path based on a systematic view,and improve the collective economic organization system from aspects such as doing solid work at the collective economy organizations of three levels,promoting inclusive development between rural collective economy organizations and other organizations,correctly grasping the relationship between the development of rural collective economy by"taking a ride"and"building a ship",and building leading organizations that can drive the development of rural collective economy.
