Theoretical Framework,Historical Rationale,and Practical Approach for Establishing a New Pattern of Integrated Urban-Rural Development
The Third Plenary Session of the 20th Central Committee of the Communist Party of China made significant arrangements for improving the institutional mechanisms for integrated urban-rural development,underscoring its crucial role in advancing Chinese modernization.Since the 1950s,up to the 18th CPC National Congress,the relationship between urban and rural areas has undergone four phases:the formation of the dual urban-rural system,its breakthrough,extension,and eventual integration.The trend toward integrated urban-rural development is an inevitable outcome of the evolution of this relationship,aligning with the historical necessity of the systemic transformation of productive forces and relations of production.It embodies the intrinsic demand for unifying the dimensions of truth and value.This article explores the theoretical logic and historical evolution of reshaping urban-rural relations to establish a new pattern of integrated development,proposing a practical path that emphasizes system integration,prioritization of key areas,and a focus on effective reforms to accelerate the construction of this new development pattern.
