Basic Principles and Key Aspects of Human-Centered Support and Service System for Population Development
Since China became an aged society with negative population growth,the social conditions and demographic environment of modernization have undergone a turning change.The Third Plenary Session of the 20th Central Committee of the Communist Party of China proposed to"improve the support and service system for population development",mainly emphasizing the need to re-examine the population development strategy from the perspective of high-quality development.To cope with the new normal of population changes and promote comprehensive human development,it is supposed to dialectically view the opportunities and challenges of negative population growth,focus on"one old and one young"issue,take family as the basic unit,while establishing the population support and service system that covers the entire population and life course.By promoting moderate recovery of fertility,optimization of population structure,improvement of population quality and orderly population migration,the long-term balanced population development which is compatible with high-quality economic and social development can be achieved,leading to a human-centered society for all ages.
