摘要
为明确数字赋能对政府治理的影响机制,选取2015-2021年中国31个省(区、市)的数据,分析数字赋能对政府治理效能的影响.研究结论表明:数字赋能对政府治理效能有较强的带动作用;数字赋能可以通过改善数字基础设施、扩大数字发展群体、改进数字政务服务三种渠道推动政府治理效能的提升;数字赋能对东部地区政府治理效能提升的影响最为显著,其次为中部与西部.基于以上结论,从数字赋能的角度提出推动政府治理效能提升的政策建议.
Abstract
In order to clarify the impact mechanism of digital empowerment on government governance,data from 31 provinces in China from 2015 to 2021 are selected to empirically analyze the impact of digital empowerment on government governance effectiveness.The results show that digital empowerment has a strong driving effect on government governance effectiveness;Digital empowerment can promote the improvement of government governance efficiency through three channels:improving digital infrastructure,expanding digital development groups,and improving digital government services.Digital empowerment has the most significant impact on the improvement of government governance efficiency in the eastern region,followed by the central and western regions.Based on the above conclusions,this paper puts forward some policy suggestions to promote the improvement of government governance efficiency from the perspective of digital empowerment.
