On the Perfection of Supervision System of Administrative Law Enforcement
The administrative law enforcement supervision system currently lacks a unified top-level design,and there is a lack of a clear division of supervision and collaboration between the various supervisory bodies,as well as a lack of specialized general supervisory organs outside the administrative system.From the perspective of independence and effectiveness of supervision,the existing administrative law enforcement supervision system should be improved from the per-spective of administrative behavior law,and the ideal type is to form a supervision system in which the procuratorate,as an external independent supervisory organ,carries out general and regularized supervision as the backbone,with the review supervision of the administrative review organs and the litigation supervision of the trial organs as the two wings,and the law enforcement inspection supervision and supervision of the power organs and the supervisory organs as the aux-iliary supervision system.
