Housing Maintenance and Replacement Fund System:Significance,Problems and Innovative Ideas
At present,China's housing development has entered the era of stock,and urban housing is facing challenges of potential safety hazards,heavy burden of housing maintenance,and the unsustainability of the demolition-and-rebuild approach.However,existing maintenance funds cannot cover the full life cycle of housing development,and housing special maintenance funds face challenges in use,funding continuation,and management.Additionally,property own-ers have low willingness to fulfill investment responsibilities,and government subsidy channels are limited,necessitating a breakthrough in institutional dilemmas.This paper proposes that we should make full use of the window period before large-scale maintenance and replacement needs arise in China,draw from international experience,and align with China's housing development realities.The principles of full life-cycle management,balance of rights and obligations,"what is taken from housing is used for housing,"and sustainable renewal should guide the establishment of a housing maintenance and replacement fund system without increasing the burden on home-owners.The financing and usage rules of personal accounts and public accounts,along with im-proving the housing insurance and housing inspection systems to provide financial and institution-al guarantees for housing maintenance and replacement.
