Rules Analysis of Rigid Constraint System for Water Resources in New Era--An Investigation of the Yellow River Basin Based on Institu-tional Analysis and Development Framework
As an important practice of China's water control work in the new era,the rigid con-straint system for water resources is of great significance for improving water resource utilization and enhancing management efficiency.Based on the Institutional Analysis and Development(IAD)framework,this paper systematically analyzes water resource management rules and their imple-mentation under the rigid constraint system in the Yellow River Basin from seven key dimensions:boundary,position,choice,aggregation,scope,information,and payoff.The research finds that at the constitutional and collective choice levels,the rigid constraint system provides clear guidance for rational allocation and effective management of water resources in the Yellow River Basin.However,there remain issues such as insufficient operationalization of rules,limited adaptability,and ineffective assessment mechanisms,which affect the system's full potential.Future research and practice should focus on improving multi-layered nested rule systems,promoting continuous and systematic institutional innovation,and enhancing multi-dimensional and multi-objective performance evaluations to enhance the system's effectiveness and promote ecological protection and high-quality development in the Yellow River Basin.
