In July 1937,after Japan launched a full-scale war of aggression against China, the Nanjing Government of Republic of China implemented a policy of strictly limiting study abroad in order to save foreign exchange expenses. With the expansion of the Second World War,the formation of a world anti-fascist alliance between China and other anti-fascist countries such as the United Kingdom, the United States and the Soviet Union to jointly fight against the expansion of fascist aggression, and the attraction of India's profound cul-ture,as well as the active support of the Nanjing Government of Republic of China to study in India, the Chinese government sent a number of postgraduate students to India for further study in the latter part of the war from the idea of reconstruction. The selection of these graduate students to India is characterized by rich candidate experience, emphasis on allied cooperation, small scale and various forms of study, which not only cultivates much-needed talents for the country's post-war reconstruction and further standardizes the se-lection system of international students, but also enhances the friendship between the people of China and India and promotes the ex-change of education and culture between the two countries.
