Active Response,Authority Support and Institutional Supervision:the Practical Logic of Local Governments to Deal With the Dilemma of Grass-Roots Law Enforcement——A Case Study of Chizhou City,Anhui Province
Taking Chizhou as an example,this paper discusses the problems and Countermeasures in the grass-roots fishery law enforce-ment under the background of the ban on fishing in the Yangtze River and the reform of administrative law enforcement in the agricultur-al field.The study found that when faced with top-down pressure,local governments will actively manage upward through internal mobili-zation,policy innovation and achievement quantification;Affected by the"awkward period"of law enforcement reform,when facing the trust crisis of law enforcement counterparts,they will use strong law enforcement departments to reshape their own authority;Due to the management mechanism,the informal law enforcement force has the risk of getting out of control,and the local government regulates the work behavior of informal law enforcement personnel through institutional supervision.
