On Clarifying the Relationship Between"Comprehensive Supervision"and"Industrial Supervision"of Work Safety——from the Perspective of the Change of the Government Regulation System
At present,the responsibility for"comprehensive supervision"of work safety is shouldered by the emergency management department,while the relevant departments are responsible for"industry supervision".Clarifying the relationship between"comprehensive supervision"and"industry supervision"of work safety has become a difficult problem.The current work safety supervision originated from labor protection work,but the content of supervision has deviated from safeguarding the labor safety and health rights of workers,resulting in the situation that the supervision concept and supervision method can not meet social needs,and there exist multiple enforcement and regulatory loopholes.In order to promote the modernization of the national governance system and governance capacity,improve people's well-being and maintain social stability,it is necessary to continuously optimize the government responsibility system and organizational structure,deepen the reform of the administrative law enforcement system,and improve labor laws and regulations.It is suggested that the current work safety supervision function be transferred to the human resources and social security departments in the name of labor protection,implementing integrated administrative law enforcement for labor protection and promoting legislation on labor safety and health.The industry and information technology departments are responsible for promoting production safety in industrial enterprises.
