Research on the Influencing Factors of Public Emergency Response Capacity in Major Public Emergencies——fsQCA Analysis Based on 32 Cases
The occurrence and degree of harm caused by major public emergencies are closely related to the social environment,human behavior,and cognition.Clarifying the core elements that affect public emergency response capabilities is conducive to pointing out the direction for the development of emergency management in China in the future.This article is based on the TOE analysis framework,extracting six indicators from three dimensions of technology,organization,and environmental factors as conditional variables that affect public emergency response capabilities.Through qualitative comparative analysis of 32 major public emergency cases using fuzzy sets,the overall effects of different types of combinations are explored,and feasible approaches are found.The research findings indicate that:there is no single necessary condition for high-level public emergency response capabilities in the context of major public emergencies,and all elements are linked and matched to work together;the elements of high-level public emergency response capabilities in major public emergencies can complement each other and overcome constraints,and the existence of some elements can compensate for the lack of other objective conditions;the organizational conditions in the high-level public emergency response capacity under the background of major public emergencies are the only path that can be independently explained by its own factors.Therefore,in the current complex public safety situation,attention should be paid to the coordination and matching of emergency elements,precise optimization of emergency technology,and development and cultivation of government literacy,ultimately empowering the public to enhance emergency capabilities and safeguarding national security and promoting national development.
