The Necessary Conditions of Establishing Property Declaration System——Based on the Analysis of 30 Typical Property Declaration Countries
The establishment of any system requires certain conditions.Conditions are various factors that constrain and determine the movement,development,and transformation of things.Among the 30 selected sample countries,the subjective and objective conditions for establishing a property declaration system can be basically divided into five categories:democratic politics,anti-corruption situation,political decision-making,social form,and sup-porting measures.The minimum level of democracy,strict anti-corruption measures,and political decision-making by politicians are essential conditions for establishing a property declaration system.Since the 1980s,China has been continuously exploring the legalization of property declaration in theory and advancing in the system.The current implementation of the"Regulations on Reporting Personal Matters of Leading Cadres"(2017)and th"Measures for Handling the Results of Reporting and Checking Personal Matters of Leading Cadres"have overcome the weaknesses of previous property declaration systems and possess the basic elements and main characteristics of the property declaration system.From the socialist democratic system implemented in our country,the current anti-corruption situation,and the courage and determination of the Party Central Committee to combat corruption,the legal conditions for the property declaration and public disclosure system are becoming more mature.From the perspective of institutional change,in the highly complex international and domestic environment,the gradual legalization of property declaration is currently a more suitable choice in China.
