Data-driven Digital Government:Governance Limits and Responses to the Times
The limits of data governance and its response to the times have always been a constant issue of digital government,and how to eliminate the limits of data governance in terms of policy,application and ownership has always been a difficult problem that needs to be solved by the theoretical and practical circles.At present,the useful exploration of data governance in the process of digital government construction at home and abroad is fruitful,and the coupled development relationship between digital government and data governance is increasingly prominent,but with the iterative upgrading of information technology and the increasing complexity of the object of governance,China's data governance is still faced with the limitations of openness and sharing of data,unclear rights and responsibilities,and fragmentation,and therefore the important topic of data governance has been brought up on the research agenda.In the light of China's actual situation,under the opportunity and background of the new round of national institutional reform marked by the formation of"National Data Bureau",the traditional issues of data governance will also be comprehensively responded to and systematically solved.The study concludes that,in order to promote the construction of a digital government,it is necessary to further understand the nature of the above-mentioned issues,focusing on innovative data opening and sharing,optimising the functions of data management agencies and promoting the overall construction of data governance as the contemporary response to data governance in the construction of a digital government,so as to provide a practical path for promoting the construction of a data infrastructure system and the construction of a high-level digital government.
