New Trends and Experiences in Administrative Division Reform
Organizational structure reform is a crucial guarantee and organizational foundation for the modernization of governance in the Chinese government.As a fundamental organizational form of the national structure,administrative division is the concrete spatial manifestation of the government's organizational structure,representing the spatial allocation of administrative power,and is viewed as the spatial projection of the form of state governance and government organizational framework.Since the reform and opening-up,the Chinese government has made a series of adjustments to the administrative divisions in response to the rapidly developing market economy and its accompanying social changes,accumulating valuable experience.Entering the new era,facing the new situation of the development of socialism with Chinese characteristics,the deepening of administrative division reform has become a necessity.The reform of administrative divisions in the new era mainly focuses on three areas:promoting"regional boundary reorganization",restarting the"abolition of counties(towns)and establishment of cities",and adjusting the relationship between development zones and administra-tive regions.Based on a systematic summary and learning from past reform experiences,these reforms aim at adjusting grassroots administrative divisions as the focus,aiming to streamline government functions,coordinate the relationship between rights and responsibilities,and provide institutional guarantees for the modernization of China's national governance system.
