传统数字技术赋能公共服务供给模式创新逐渐不能适应技术快速发展的客观环境与政府治理现代化的系统要求.数智化技术因其具备的数据化、平台化与智能化等特征为公共服务供给模式创新提供了新的技术可能.因此,数智赋能公共服务供给模式创新具有数据驱动、个性预测、智能决策与实时反馈等诸多新优势.在"宁企通"平台的创新实践中,其实现了以标准联通化互动激活透明和分布式共享服务,以联通协同化审批形成参与式和共同创造服务,以开放精准化匹配塑造预测型和个性化服务,以精准智能化引导构建智能感知和交互式服务与以协同标准化管理确保自适应和可持续服务等内在机制与标准的模式创新逻辑.未来,数智赋能的公共服务供给模式创新还需在分布式数智技术、透明数智技术及智能数智技术的使用上进一步探索,以不断提高技术服务公共服务供给的综合效能.
Research on the Innovation of Public Service Provision Mode Empowered by Digital Intelligence——Taking Nanjing's"Ning Enterprise Comprehensive Service Platform"Platform as an Example
The innovation of public service delivery models,enabled by traditional digital technology,is increasingly unable to adapt to the objective environment of rapid technological development and the systematic requirements of modern government governance.Digital and intelligent technology,characterized by its data-driven,platform-based,and intelligent features,offers new technological possibilities for the innovation of public service delivery models.Therefore,the innovation of public service delivery models enabled by digital and intelligent technology possesses numerous new advantages,such as data-driven,personalized prediction,intelligent decision-making,and real-time feedback.In the innovative practices of the"Ning Enterprise Comprehensive Service Platform",it achieves a transparent and distributed sharing service activated by standard linkage and interaction,a participatory and co-creative service formed by collaborative approval,a predictive and personalized service shaped by open and precise matching,an intelligent perception and interactive service guided by precision and intelligence,and a collaborative standardized management ensuring adaptive and sustainable services,representing a logic of model innovation based on intrinsic mechanisms and standards.In the future,the innovation of public service delivery models enabled by digital and intelligent technology still needs to further explore the use of distributed digital technology,transparent digital technology,and intelligent digital technology to continuously improve the comprehensive efficacy of technical services in public service delivery.
