团内规章制度建设是中国共青团从严管团治团的重要保障.百年来,团内规章制度建设因时而进、因势而新,历经了四个时期的历史演进,形成了较为完备的团内规章制度体系,巩固和加强了党对团的全面领导,确保和维护了团的集中统一,支撑和推进了团的自身建设.新时代,推进团内规章制度建设要继续坚持正确政治方向,善于继承经验,坚持党对团内规章制度建设的全面领导,坚持服务全面从严治团要求,坚持立足团的建设实际,坚持围绕团的历史任务开展;要善于守正创新,以习近平新时代中国特色社会主义思想为指引,以《团章》统领团内规章制度整体提升,加强对团员团干的团内规章制度教育,从严从实提升团内规章制度实施效果.

The construction of rules and regulations for the Communist Youth League of China is an important guarantee for the rigorous governance over the Youth League.Over the past century,the construction of rules and regulations for the Youth League has progressed with the times and changed according to the situation.It has undergone four periods of historical evolution,forming a relatively complete system of rules and regulations for the Youth League.It has consolidated and strengthened the the Communist Party of China's comprehensive leadership over the Youth League,ensured and maintained its centralization and unity,and supported and promoted its own construction.In the New Era,to promote the construction of rules and regulations for the Youth League,we must continue to adhere to the correct political direction,be good at inheriting experience,adhere to the comprehensive leadership of the CPC over the construction of rules and regulations for the Youth League,adhere to the requirements of rigorous governance over the Youth League,adhere to the actual construction of the Youth League,and carry out activities around the historical tasks of the Youth League;We should be good at upholding integrity and innovation,Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and use the"Constitution of the Communist Youth League of China"to lead the overall improvement of rules and regulations for the Youth League.We should strengthen the education of rules and regulations for the Youth League for members and cadres,strictly and practically improve the effectiveness of implementing rules and regulations for the Youth League.
