Since the 18th National Congress of the Communist Party of China,China's administrative system reform has achieved remarkable results,which summarized a series of replicable experiences to lay the founda-tion for accelerating the transformation of government functions and building a modern government governance system.The 20th National Congress of the Communist Party of China outlined the grand goal of"comprehen-sively building a socialist modernized strong country"and made major strategic deployments such as"optimiz-ing the government's responsibility system and organizational structure",which clarified the reform direction of the government governance system.From the perspective of building a promising government and government functions,the leadership of the Party,government-led,policy-guidance,innovation-conduct and mass-super-vision are the practical paths for China's institutional advantages to be better transformed into governance ef-fectiveness,and also the key tasks of government governance system reform.Therefore,it is necessary to co-ordinate various relationships between the government and the market under the comprehensive leadership of the Party,actively encourage local pilot explorations,innovate government governance models driven by tech-nology,steadily and orderly promote administrative division adjustments,implement people's democracy throughout the process,and strive to build a modern government governance system that satisfies the people.
