条块互动视角下基层职能整合的实现逻辑——基于S市G街道"三整合"改革的实证分析

在基层治理领域,条线属事与街镇属地之间的权责不对等,制约着基层治理效能的提升.面对基于专业化分工带来的职能碎片化问题,基层治权在职能部门与基层政府间寻求平衡、推进条块部门联合行动,是推进基层职能有效整合、提升基层治理能力的有益探索.从S市G街道"三整合"改革案例切入,梳理当地在行政审批、综合执法、城市管理三个重点领域的改革措施,探究基层治理中条块联合的实现机制.研究发现,基层条块互动并非简单的"条条带动块块"或"块块调动条条"的联动模式,而是在信息机制、压力机制和权责机制共同调节下形成了一种动态化、长效化的条块配合机制.在基层职能整合场域探索条块互动新机制,为深化条块关系提供了更广阔的视野.
Abstract
In the field of grass-roots governance,the power and responsibility between the grass-roots governments(kuai)and each functional departments(tiao)are not equal,which restricts the improvement of grass-roots gove-rnance efficiency.In the face of functional fragmentation caused by specialized division of labor,grass-roots governance seeks balance between functional departments and grass-roots governments,and promotes joint actions of different functional departments,which is a beneficial exploration to promote effective integration of grass-roots functions and improve grass-roots governance capacity.Starting from the"three integration"reform case of G Street in S City,this study sorted out the local reform measures in three key areas of administrative approval,comprehensive law enforcement,and urban management,then explored the realization mechanism of the combination of the grass-roots governments and each functional departments in grassroots social governance.The study found that the interaction of"tiao/kuai"is not a simple linkage mode of"tiao leading kuai"or"kuai mobilizing tiao",but a dynamic and long-term"tiao/kuai"cooperation mechanism is formed under the joint adjustment of information mechanism,pressure mechanism and power and responsibility mechanism.In the field of functional integration at the grass-roots level,the exploration of a new mechanism for the interaction between Tiao Kuai provides a broader vision for deepening the"tiao/kuai"relationship.
