The Behavioral Logic of Local Governments Promoting the Installation of Elevators in Old Residential Areas——An Analysis Framework of Transaction Cost Economics
The installation of elevators in old residentia 1 areas is an important part of promoting urban renewal,improving the living environment and travel conditions of the masses,and solving the difficulties of elderly people and disabled people going up and down stairs.The existing literature mainly focuses on the research of resolving the interests and conflicts between owners in the early stage of installing elevators,lacking analysis of relevant issues in the approval stage,construction and installation stage,and operation and maintenance stage of elevator installation projects.Based on the analysis framework of transaction cost economics,taking Guangzhou as an example,this study investigates the behavioral logic of local governments promoting the installation of elevators in old residential areas.To promote the installation of elevators in old residential areas,we must fully implement the concept of people's cities,fully leverage the leadership and organizational advantages of the Party,continuously improve the grassroots governance system,and solve the problems of public affairs governance.By adopting a mixed governance model,it aims to address the difficulty of coordinating the interests of the public for high and low floor owners;By adopting a hierarchical governance model and focusing on government functional departments,we can solve the problem of difficult approval of planning schemes;By adopting a market governance model,paying attention to owners,elevator manufacturers,construction units,and property management companies,we can solve the problems of construction difficulties and subsequent management and maintenance difficulties.
