Quantitative Evaluation of Emergency Management Policies for Urban Communities in China——Research Based on PMC Index Model
This article is based on the PMC(Policy Modeling Consistency)index model construction and policy text content analysis(ROST CM6)to empirically analyze urban community emergency management policies.The empirical results show that the overall urban community emergency management policies release is relatively reasonable,but there are still some urgent problems to be solved:insufficient supervision of policy nature at the national level;The basis,timeliness,and tool selection of most policies are relatively single;insufficient popularization of emergency culture;the policy texts at the provincial and municipal levels do not pay enough attention to the content of post disaster recovery and reconstruction.Improving urban community emergency management policies requires improving the selection of policy tools and strengthen the construction of emergency management supervision content in future policy design;integrate the short-term timeliness of policies with the medium to long-term continuity to address the instability and uncertainty of sudden public crisis events;improving the policy framework for post disaster recovery and reconstruction,building a long-term and flexible policy mechanism;popularize emergency culture,and enhance community residents'safety literacy and self rescue and mutual rescue capabilities.
