Analysis on the Optimization Path of Cross-departmental Comprehensive Supervision in Large Commercial Complex
In the context of the rapid development of emerging business forms,the traditional government risk supervision model of dividing responsibilities according to industry or department is no longer sustainable.The complexity and diversity of emerging business forms have brought unprecedented challenges to the traditional government risk supervision model.Logistics parks and large commercial complexes not only involve many fields and industries,but also bring multiple risks.In this context,good cross-departmental comprehensive supervision is an important prerequisite for solving emerging risks and hidden dangers,and cracking the fragmented problem of risk supervision is an important issue for improving the efficiency of emergency management.Only by breaking departmental barriers and realizing information sharing,resource integration and collaborative operations,can we effectively deal with cross-field and cross-industry comprehensive risks.In combination with the holistic governance theory,deeply discusses the realization path of cross-departmental comprehensive supervision.By combining classical theories and practical cases,this paper builds an analytical framework from both organizational and institutional levels,and explores how to realize cross-departmental comprehensive supervision represented by large-scale commercial complexes.The study found that cross-departmental comprehensive supervision cannot be separated from a clear division of labor,and secondly,it must rely on appropriate systems for coordination and integration,so as to achieve overall risk management,effectively deal with the hidden dangers brought by emerging risks,and cope with multiple risks and challenges in the context of the development of new business forms.
