County is an important position for building a powerful nation of science and technology in the world,promoting the all-round revitalization of rural areas,and accelerating the coordinated regional development.Improving the system and mechanism of scientific and technological innovation talents is the inevitable choice and an important starting point to build a county scientific and technological innovation highland and promote high-level science and technology for self-reliance and self-improvement.Strengthening the construction of county science and technology management talent team has multiple practical value,which is the intellectual guarantee to optimize the county science and technology management,an effective way to enhance the county innovation efficiency,an important support to upgrade the county innovation ecology,and an urgent need to enhance the county competitiveness.Through the investigation of the construction of science and technology management talents in C city,H Province,it is found that there are practical constraints in functional integration,structural adjustment,main motivation,system guarantee and other aspects.Based on the competency model of science and technology managers and the multidimensional theory of collaborative governance,we should make efforts from the four dimensions of"concept,subject,structure and system"and move towards a path of collaborative governance with reasonable regulation of key variables and influencing factors.
