The Realistic Obstacles and Breakthrough Paths of Deepening the Rural"Sankuaidi"System Reform——Based on an Investigation in H City,L Province of China
With the continuous promotion of harmonious and beautiful rural construction and new urbanization,the reform of the rural contracted land,homestead land,and collective operating construction land system has entered a difficult period and a deepening reform period.It is necessary to condense the experience of land system reform and find appropriate paths to solve the practical obstacles faced by the"sankuaidi"system reform,such as insufficient supply and utilization of rural industrial land,insufficient manifestation of property value of rural construction land,extensive use of rural homestead land,and unstable sources of income from rural collective land,in order to better guide the revitalization of rural industries,optimize the spatial layout of urban and rural land,adapt to the latest national development strategy,and coordinate the promotion of urban-rural integration development and full rural revitalization.Therefore,it is necessary to steadily promote the reform of the rural homestead system,improve the mechanism for forming land transfer prices,and deepen the reform of the rural collective property rights system as the fundamental principles.Through comprehensive land consolidation across the entire region,support the supply of rural industrial land,optimize the mechanism for withdrawing homestead land from circulation to improve the efficiency of land resource allocation,improve the value of rural land property through optimized allocation of land rights,and build a diversified income distribution mechanism to protect the property rights and interests of farmers.
