The Connotation Cognition,Theoretical Framework,and Practical Patterns of Digital Free Trade Zone
Digital Free Trade Zones(DFTZs)are driven by data elements and digital technologies,focusing on optimizing organizational structures and innovating institutional practices.The aim is to reduce trade barriers,develop the digital economy,optimize the business environment,and enhance governmental digital governance capabilities within specific economic regions.Compared to traditional free trade zones,DFTZs are characterized by the digitization of governance technologies,the integration of governance structures,the institutionalization of governance mechanisms,and the ecologicalization of governance models.These characteristics make them experimental fields for exploring new rules,standards,and governance models in the digital economy.The organic combination and iterative interaction of the three variables-technology,organization,and institution-drive the efficient operation and sustainable development of DFTZs.This is manifested in the construction of"platform+data"infrastructure and service systems,networked organizational structures and diversified collaborative mechanisms,digital standards,and legal and regulatory systems.Through deepening top-level design,building digital platforms,optimizing organizational structures,updating regulatory standards,and cultivating digital talent,a series of empirical experiences and common strategies from domestic and international DFTZs not only validate the effectiveness and applicability of the"Technology-driven,Organization-optimized,Institution-innovated"theoretical framework but also suggest that future DFTZs development should continue to promote the organic interaction of"Technology-Organization-Institution."Emphasis should be placed on achieving one-stop high-efficiency service integration,comprehensively reshaping diversified collaborative governance scenarios,providing sustainable institutional support for digital governance,and enhancing digital governance capabilities to solidify the development foundation of DFTZs.This will inject innovative vitality into the global trade environment.
