The Performance Dilemma and Relief Path of Digital Technology Empowering Social Governance——A Case Analysis Based on the Primary Intelligent Governance System of H City in Zhejiang Province
Digital technology empowering social governance is the proper meaning to adapt to the development requirements of digital globalization and to promote the modernization of national governance.The process of digital technology empowering social governance is inseparable from the deep inter-embedding of technology and governance.The improvement of overall efficiency depends on the joint action of value shaping,structural transformation and processual linkage.Based on the theory of agile governance,this paper constructs an integrated framework of"value-structure-process",and takes the primary intelligent governance system of H city in Zhejiang Province as a case study to analyze the generation logic of improving the overall efficiency of digital empowering social governance.The primary intelligent governance system in H city is a typical case of digital technology empowering social governance.It shows the unique advantages of digital technology embedded in social governance from the aspects of construction goal,overall architecture and scene application.Through subject linkage and application iteration,primary social governance can be realized from ambiguity to precision,from passive response to active research and judgment.At the same time,behind the innovative practice,it cannot be ignored that the validity of digital technology to empower primary social governance needs to be improved.It faces the imbalance between technology and value of digital governance,the weakening of synergy and coupling between organizations and systems,and the difficulty of solving primary resistance problems and community dilemmas.In order to fully stimulate the effectiveness of digital technology to empower social governance,it is necessary to return to the people-oriented orientation of digital empowerment,promoting adaptive change,alleviating the problem of primary resistance with cooperation and integration,solving the dilemma of primary community by dealing with the relationship between connection and unity.
