Research on Collaborative Governance of Government Purchasing Public Service Based on SFIC Model
The actors of government purchasing public services are both independent and intimately connected.Only from the overall perspective,establishing the structure of multi-actor collaborative governance and forming an effective whole-process governance chain can we promote the benign development of the government purchasing public services.The SFIC collaborative governance model believes that an effective collaborative governance needs to have four aspects:starting conditions,catalytic leadership,institutional guarantee and collaborative process.Using the SFIC collaborative governance model for reference,in order to achieve collaborative governance,the government purchasing public services needs to establish the collaborative governance notion of multiple actors,to strengthen the capacity of social organizations,and cultivate the participation spirit of citizens.It is also necessary to strengthen the catalytic leadership of government over the collaborative governance of purchasing public services by clarifying the boundary between government and social organizations and promoting citizen participation.Furthermore,the incentive mechanism of different subjects can be constructed and the supervision and evaluation mechanism of different subjects can be improved to strengthen the institutional guarantee of collaborative governance.The collaborative governance of purchasing public services should also streamline the process of coordination by paying attention to the information sharing and establishing the trust mechanism among the subjects.
