Invitation based law enforcement is the grassroots w isdom and innovative achievement of the transformation from management administration to service administration.The innovative practice of invitation based law enforcement faces common problems that innovation can bring:breakthroughs in existing norms,lack of matching between administrative goals and methods,and deformation between top-level design and grassroots practice.Through the analysis of the normative and social effects of invitation based law enforcement innovation,as well as its legal nature,it is found that invitation based law enforcement has non guiding characteristics.In the long run,administrative compliance work involving enterprises needs to promote the construction of the overall legal system for administrative compliance.In the short term,it is necessary to implement top-level design in specific pilot practices,standardize agreement content and procedures to ensure that law enforcement innovation is carried out in accordance with the law,improve supervision of innovative law enforcement,and safeguard the relief rights of counterparties.
