Promoting Urban Renewal Action through Rule Governance Reconstruction——Research on the Renovation of Urban Villages in L,Guangzhou
China's urban development has entered an important period of urban renewal,shifting from large-scale incremental construction to a focus on both stock improvement and structural adjustment.Starting from the investigation and rational examination of the current situation of urban renewal in Guangzhou,this article explains the surface reasons for the"difficulties"and"bottlenecks"in renewal and renovation,including difficulties in land acquisition and demolition,high financial pressure,difficulties in overall coordination,and complex social problems.From a deeper perspective,Guangzhou's urban renewal actions are highly correlated with the supply of systems and rules.Based on this,a typical case of L urban village renovation in Guangzhou is selected to examine Guangzhou's exploration and practice in urban renewal actions from the perspective of rule governance reconstruction.Research has shown that the experience of L urban village renovation includes establishing core,innovative models,positive incentives,collective action,and balancing interests.To reconstruct the scientific and orderly promotion of urban renewal actions through rule governance,the following aspects should be grasped:rule governance should rely on the promotion of multiple subjects;Rule governance should revolve around optimizing,updating,and transforming the entire operational system;Rule governance should form an institutional cluster of"core documents+supporting policies+micro systems";Rule governance needs to strengthen and solidify relevant foundations.
