On National Security Capacities from the Perspective of Chinese Modernization
In order to promote the modernization of national security system and capacity,it is necessary to implement"good governance"as well as making"good laws".Therefore,the enhancement of national security capacities is an urgent concern,and the content of Chinese modernization policy and the typology theory of state capacity can provide some guidance for it.The Chinese modernization plan for national security capacity requires that China should focus on preventing key national security risks.In addition to improving the meta-governance of the state,China should also develop governance by private sector and civil society.At the same time,it is important to strengthen overseas security and promote the building of a global community of shared future.Based on the theory of the typology of state capacity,the specific policy tasks correspond to enhancing the state ability to coordinate and allocate national security affairs and resources,strengthening the state capacity to collaborate with the society,and developing the state capacity to cooperate and compete with the others in the international community.In order to achieve the goal of modernizing the national security capacity of China through the rule of law,it is necessary.firstly,to enhance the rule of law in the national security governance system and mechanism under the leadership of the National Security Commission of the CPC Central Committee.Secondly,we should continue to implement democratic legislation and to clarify the concept of"national security"in specialized legislations,so as to enhance cooperation between the government and the society.And lastly,the rule of law in global governance should be advanced through active participation in international rulemaking and the application of international judicial procedures.
