Risk Prevention and Control and Sustainable Development of China's Social Security Operation System from the Perspective of National Security
The report of the 20th National Congress of the Communist Party of China emphasizes that the maintenance of national security should run through the whole process of all aspects of the Party and state work to ensure national security and social stability.As a basic institutional guarantee for ensuring and improving people's livelihood,maintaining social equity,and enhancing people's well-being,social security plays the role of a safety net for people's livelihood,an income distribution regulator,and a shock absorber for economic operation,which is regarded as a"major issue in governing the country".From the four aspects of social security system construction and people's security,political security,economic security and social security,this paper makes an in-depth analysis of the logical correlation between social security operation system and national security,and identifies three potential risks existing in China's social security operation system at this stage.It is the financial risk of aging population and unbalanced income and expenditure of social security fund,the social risk of urban-rural difference between urbanization and social security level,and the institutional risk of diversification of employment modes and insufficient coverage of social security.Based on the perspective of national security,the corresponding risk prevention and control strategy of social security operation system is proposed.To further explore practical paths that can promote the high-quality and sustainable development of the social security operation system,strengthen the risk prevention and control of the social security operation system,improve the social security system covering the whole people and promote the modernization of the social security system,and give full play to the important role of the social security system with Chinese characteristics in safeguarding national security and social stability and development.
