发展低空经济的政治经济学分析

摘要
低空经济是以低空飞行活动为基础的新型经济形态,具有产业形态综合性、飞行流量有限性以及飞行环境复杂性的典型特征,对于培育新质生产力、推进新型工业化、建设现代化产业体系具有重要意义.从马克思主义政治经济学的角度看,低空空域作为低空经济发展不可或缺的资源要素,具有商品属性.由于低空空域资源的使用经营存在相对垄断性,低空空域资源所有权的经济实现形式实际上是一种空域"地租".社会主义市场经济条件下的低空经济,在运行机制上需要将有效市场与有为政府有机结合起来.实践中,应当坚持运用系统观念思维,重点从夯实制度基础、激发内生动力、增强物质保障、探索多元业态等方面着手,高质量推进低空经济发展.
Abstract
Low-altitude economy is a new economic form based on low-altitude flight activities,which has typical characteristics of comprehensive industrial form,limited flight flow,and complex flight envi-ronment.It is of great significance for cultivating new quality productive forces,promoting new industrial-ization,and building a modern industrial system.From the perspective of Marxist political economy,low-altitude airspace,as an indispensable resource element for the development of low-altitude econo-my,is a commodity with practical value and utility.Due to the relatively monopolistic nature of the use and operation of low-altitude airspace resources,the economic realization of ownership of low-altitude airspace resources is actually a form of airspace"rent".The low-altitude economy under the conditions of socialist market economy requires an effective combination of efficient market and proactive government in its operating mechanism.In practice,we should adhere to the use of systematic thinking,focusing on consolidating institutional foundations,stimulating endogenous driving forces,enhancing material securi-ty,and exploring diverse business models to promote high-quality development of the low-altitude econo-my.
