在高质量发展阶段,低空经济强调"转变增长方式、切换增长动力、提升发展效率、分享发展成果".数字技术以其独特优势提升了低空经济的规模、范围、水平、质量,推进低空资源要素化、低空要素产业化、低空产业生态化,打造低空经济新雁阵.从作用机制来看,数字技术通过资源激活的要素驱动机制(释放资源要素潜能、畅通信息共享渠道)、产业变革的聚能增效机制(产业结构合理化、产业结构高级化、产业发展绿色化)和生态赋能的协同提升机制(多元主体价值共创、多链融合协同发展)推动低空经济发展.为更好发挥数字技术的赋能作用,需加快新型基础设施建设,推进制造业与服务业融合,完善低空产业生态体系,抓好政策措施落地见效,加强科技创新人才培养.
Abstract
In the stage of high-quality development,the low-altitude economy emphasizes"changing the growth mode,switching the growth momentum,improving the development efficiency,and sharing the development results".Digital technology uses its unique advantages to improve the scale,scope,level,and quality of the low-altitude economy,promote the factorization of low-altitude resources,the industri-alization of low-altitude factors,and the ecology of low-altitude industries,and create a new low-alti-tude economic goose formation.From the perspective of the mechanism of action,digital technology pro-motes the development of the low-altitude economy through the factor-driven mechanism of resource acti-vation(releasing the potential of resource factors and unblocking information sharing channels),the en-ergy-gathering and efficiency-enhancing mechanism of industrial transformation(rationalization of indus-trial structure,upgrading of industrial structure,and greening of industrial development)and the coordi-nated improvement mechanism of ecological empowerment(co-creation of value by multiple subjects,and coordinated development of multi-chain integration).In order to better play the enabling role of dig-ital technology,it is necessary to accelerate the construction of new infrastructure,promote the integration of manufacturing and service industries,improve the low-altitude industrial ecological system,implement policies and measures,and strengthen the training of scientific and technological innovation talents.
