内部矛盾与外部干预:东亚区域合作的双重困境与突破路径

在百年未有之大变局背景下,地区性热战与全球性冷战并行,东亚区域合作面临诸多困境和挑战.在内部结构方面,泛安全化加剧二元结构错位,地区合作关系网络并行、离散、竞合,历史领土争端发热震荡,共同制约着东亚区域合作的深化.在域外因素方面,美国在全球范围内开启遏制中俄的"新冷战",对中国展开贸易战、科技战和金融战,进行多层次的打压,对东亚区域合作的发展形成严重干扰.尽管如此,东亚国家在非传统安全领域仍具较大合作潜力,地区经贸融合、绿色能源合作和地区认同意识能够为东亚区域合作提供新活力.推动东亚区域一体化,需要通过构建自由贸易区以创造经济增量,以功能性合作催化外溢效应,以机制完善推动东亚命运共同体的构建.历史经验证明,东亚区域合作符合各方利益,东亚各国应直面挑战、相向而行,为地区和平与繁荣作出新的重要贡献.
The Dual Dilemmas of Regional Cooperation in East Asia and the Path to a Breakthrough:Internal Conflicts and External Intervention
Against the backdrop of unprecedented changes unseen in a century,regional hot wars and global cold wars are happening simultaneously,posing numerous difficulties and challenges for regional cooperation in East Asia.Internally,the intensification of security concerns exacerbates the misalignment of dual structures,the parallel and fragmented nature of regional cooperation networks,and the escalation of historical territorial disputes collectively constrain the deepening of East Asian regional cooperation.Externally,the United States has initiated a"new Cold War"aiming at containing China and Russia globally,engaging in multi-layered pressures such as trade wars,technological wars,and financial wars against China,which severely disrupts the development of East Asian regional cooperation.Despite these challenges,East Asian countries still possess significant potential for cooperation in non-traditional secur-ity areas.Regional economic and trade integration,green energy cooperation,and the cultivation of re-gional identity awareness can inject new vitality into East Asian regional cooperation.Promoting East Asi-an regional integration requires establishing free trade zones to create economic growth,using functional cooperation to catalyze spillover effects,and improving institutional mechanisms to foster the development of a shared East Asian destiny.The historical experience has demonstrated that East Asian regional coop-eration aligns with the interests of all parties.East Asian countries should face challenges head-on and work together to make new and significant contributions to regional peace and prosperity.
