New Rural Collective Economy Development:Theoretical Origin and the Realistic Choice
This article analyzes the theoretical logic and historical evolution of the new rural collective e-conomy and identifies that its current development faces both internal and external challenges.Internally,there are constraints such as insufficient dual incentives for leaders and collective members,an imperfect operating mechanism,a shortage of talent,and dispersed resources.Externally,the challenges include limited development pathways,insufficient legitimacy for market entities,and inadequate support for Chi-na's rural reform.The development path of the new rural collective economy needs to harness its organiza-tional strengths while aligning with the external environment.This involves exploring diversified resource activation paths that leverage resource mobilization and coordination advantages,multi-form asset man-agement paths based on industrial upgrading and asset accumulation,multi-layered service expansion paths based on the deepening of division of labor and organizational coordination,and diversified village-level shared prosperity paths based on regional collaboration and common development goals.In the cur-rent context of accelerating agricultural modernization,promoting the development of a new rural collec-tive economy requires the strengthening of the ownership status of rural collective economic organizations,comprehensively deepening related rural reforms,supporting innovative grassroots exploration,and in-creasing the integration of supportive policies.
