Ethical Governance Models of Artificial Intelligence:A Rational Review and Orientation Assessment
Ethical governance of AI is a necessary choice for humanity to actively address AI-related ethi-cal risks and governance challenges.As a structured expression of AI ethical governance measures,AI ethical governance models present two transformation paths:the governance transformation of ethical prin-ciples and the ethical implications of governance initiatives.At the same time,the AI ethical governance model reveals four inherent tensions:the balance between theoretical research and empirical research,the integration between abstract models and application scenarios,the alignment between actual effects and expected goals,and the relationship between path dependence and exploration and innovation.Based on these tensions,it is essential to explore experimental methodologies that promote the joint advancement of theoretical and empirical research;to be rooted in China's local context to foster two-way interaction between abstract models and application scenarios;to enhance risk assessment and achieve a balance be-tween current governance and future goals;and to refine model mechanisms to strike a balance between maintaining core principles and fostering innovation.A systematic study of AI ethical governance models will contribute to exploring a uniquely Chinese approach to AI ethical governance and promote the con-struction of a scientific and technological ethical governance system with Chinese characteristics.
