Article 1 of the Constitution establishes the basic principle of socialism,and the normative connota-tion of this principle at the social level is"social balance".Under the control of"social balance",the state's balanced protection of the right to health constitutes the essential content of its protection obligation,and the best way to realize the balanced protection is to establish the principle of balance.In terms of practical needs,there is a serious"health gap"in Chinese public health practice,and different groups can obtain a large gap in the protection of the right to health.Compared with the previous scattered and specific rectification system and measures,the principle of balance is established as the basic principle of public health law,which is con-ducive to systematically bridging the"health gap".The principle of balance should be clearly defined in the general provisions of the Basic Health Law,and divided into the connotation establishment clause,the protec-tion clause of vulnerable groups and special groups and the policy guideline clause,so as to better guide the fu-ture activities of public health law.
