The existing body of literature pertaining to the governance of higher vocational colleges has re-vealed several notable problems concerning the internal governance, governance structure, governance capa-bilities,adherence to legal requirements, and the choice of governance theories. These issues include a per-ceived lack of agility in adapting to external environmental changes, the presence of a singular source of gover-nance authority, restricted involvement in governance,non-adherence to laws, and absence of norms and regu-lations.Moreover,the divergence between formal bureaucracy theory and contemporary public management theory in the realm of governance has resulted in significant challenges. Therefore,it is crucial for higher voca-tional colleges to adhere to the principles of holistic governance. This entails modifying the governance struc-ture and methods so as to enhance the governance system.Additionally,it is crucial to bolster the competen-cies of both school-level leaders and middle-level cadres to improve their governance capabilities.By doing so,internal governance within higher vocational colleges can be improved, ultimately leading to the realization of the path selection for the promotion of governance modernization.
