摘要
"双减"政策是新时代党和国家推进教育改革的一项重要举措.借助史密斯政策执行过程模型,对H市C区进行案例研究发现,"双减"政策在执行过程中已取得较为显著的实践效应,但仍存在政策内容颗粒度不足和评价标准不全面、政策执行存在认知与行动偏差、政策目标群体认知模糊以及政策环境趋向不确定性等问题.为此政府需要从完善政策内容、优化政策执行过程、激发目标群体参与动力以及共同营造良好政策环境等方面采取有效举措.
Abstract
The"double reduction"policy is an important initiative of the Party and China to promote educa-tion reform in the new era.With the help of Smith's policy implementation process model,the case study of District C of City H finds that the"double reduction"policy has achieved significant practical effects in the implementation process,but there are still problems such as insufficient granularity of the policy content and incomplete evaluation criteria,cognitive and action bias in the policy implementation,ambiguous cognition of the target group,and uncertainty in the policy environment.In this regard,it is necessary to improve the policy content,optimize the policy implementation process,stimulate the participation of target groups and create a good policy environment.
