A New Pattern of Cooperative Administrative Law Enforcement Model:From the Perspective of the Leniency System for Admitting Mistakes and Recognizing Penalties
The traditional administrative law enforcement model is confrontational,where administrative agen-cies make enforcement decisions against administrative counterparties based on their administrative superior-ity and unilateral will,resulting in intense conflicts and confrontations between administrative counterparties and administrative agencies.Article 20 of the Draft Law on Public Security Ad min istration Punishments estab-lishes a new system of leniency for those who voluntarily admit their mistakes and accept punishment.Under this system,the public security organs simplify relevant procedures and handle them quickly,improving law enforcement efficiency and saving law enforcement resources.The leniency system for admitting mistakes and punishment is a new mode of administrative law enforcement in which public security organs and administra-tive counterparts cooperate to solve the problem of illegal responsibility of public security management,so that public security organs and administrative counterparts can achieve win-win situation.
