Principles and Restricts of Supervision Information Disclosure:Based on the Typing of Supervision Information
Information disclosure in supervision work is an inherent requirement to protect citizens'right to know and supervision,but due to the influence of"investigative secrecy",the supervision organs believe that information disclosure will lead to a decrease in the effectiveness of supervision.In order to take into account the protection of rights and the effectiveness of supervision,supervision work information may be divided into six categories:supervision system information,supervision and supervision information,case investigation in-formation,case disposition information,supervision administrative information,and supervision statistical in-formation,and the principle of openness may be determined separately.Except for case investigation informa-tion,which should adhere to the principle of limited disclosure,the principle of maximum disclosure should be adhered to for all other information.Supervision work information must not be disclosed if it involves state se-crets,commercial secrets,or personal privacy,or if it affects or endangers the personal safety of witnesses,evaluators,informants,and so forth.Although the Commission for Discipline Inspection and the Supervision Commission work together,information on"discipline and supervision"shall be disclosed separately.
