Teaching Reform of"Great Ideological and Political Courses"from Perspective of Policy Tools:a Two-dimensional Analysis Based on Policy Tools and Factor Chains
The analysis of policy tools plays an important guiding role in the reform of ideological and political edu-cation.Based on the policy text of the Work Plan for Comprehensively Promoting the Construction of"Great Ideo-logical and Political Courses"issued by the Ministry of Education and ten other departments,a two-dimensional framework of"Policy Tools·Element Chain"is constructed with policy tools classified as the X-axis and"Great Ideological and Political Course"teaching reform elements as the Y-axis,which is conducive to promo-ting the reform of"Great Ideological and Political Course"teaching.Through research,it has been found that policy texts use a rich and diverse range of policy tools,but with a single combination form;Overemphasizing"authoritative"policy tools and neglecting"capacity based","incentive based","symbolic and persuasive based",and"systemic transformational"policy tools;There is a significant difference in the frequency of policy tools used for different policy themes within the same element;The policy tools used by different factors are uneven.There-fore,it is particularly important to attach importance to the balance and effectiveness of policy tools,and ensure the compatibility between policy tools and policy content.
