As a part of the normative structure of modern penalty,qualification penalty has important value under the trend of lighter penalty.It is the demand of the modernization transformation of criminal governance to give full play to the utility of qualification penalty.It is difficult to respond to the needs of our economic and social develop-ment,and it does not fit in with the legislative trend of misdemeanor crime.It is necessary to systemize the entity norms of qualification punishment and optimize the structure,make a reasonable choice of the content of depriva-tion of political rights,add penalty measures to prohibit employment,incorporate unit crimes into the punishment system,and perfect the system of qualification punishment in China.
