在美国对华战略竞争持续的背景下,美国的印太盟伴国及由其组建的一系列三边安全机制在大国战略竞争议程中的重要性与日俱增.从提升日本在美国印太盟伴体系中的战略定位、继承已有的三边合作框架以及围绕中国构筑海上包围圈这三个层面出发,拜登政府组建和强化了四组三边安全机制,包括美英澳三边安全伙伴关系、美日韩三边安全关系、美日澳三边战略对话以及美日菲三边合作机制.这些机制主要在增强对华军事威慑、对华"反经济胁迫"和引导国际舆论三个议题上发挥作用.虽然这些三边安全机制取得了一些实质性进展,但其发展仍面临一系列挑战,包括:各成员国内政变化影响机制的长期稳定性;成员国利益差异制约各机制长期凝聚力;机制本身的功能定位也不够清晰,核心竞争力有待加强等.尽管如此,这些三边机制仍在多个层面对中国构成挑战,中国需保持高度警觉.
Abstract
Against the backdrop of sustained U.S.-China strategic competition,the importance of U.S.Indo-Pacific allies and the trilateral security mechanisms formed among them has increased within the broader agenda of great power competition.From three main perspectives—elevating Japan's strategic position within the U.S.Indo-Pa-cific alliance system,inheriting existing trilateral cooperation frameworks,and construc-ting a maritime encirclement around China,the Biden Administration has established and reinforced four trilateral security mechanisms:the AUKUS,the U.S.-Japan-ROK trilateral relationship,the U.S.-Japan-Australia trilateral strategic dialogue,and the U.S.-Japan-Philippines trilateral cooperation mechanism.These mechanisms primarily function in three areas:enhancing military deterrence against China,countering China's economic coercion,and shaping international public opinion.Although these trilateral security mechanisms have made substantive progress,their development faces challen-ges:domestic political changes within member states affect the mechanisms'long-term stability;divergences in member countries'interests weaken sustained cohesion;and the functional roles of trilateral mechanisms remain unclear,with core capabilities requiring further enhancement.Nevertheless,these trilateral mechanisms continue to pose chal-lenges to China on multiple levels,and China needs to remain highly vigilant.
