摘要
随着网络空间战略价值的上升以及美印两国战略伙伴关系的深化,双方在网络空间的合作得到加强.美印通过双边和多边对话与协商,重点在网络基础设施安全、技术创新和数字经济等领域展开合作,显示了两国合作议题深化、机制拓展及能力提升的新趋势.在此态势下,美印网络空间合作正展现出安全化、地缘政治化与治理规范化等新特征.美印网络空间合作的驱动力包括深化战略伙伴关系、共同应对网络威胁及争取在地缘政治竞争中占据优势.然而,在复杂的国际局势与网络空间背景下,美印网络合作面临战略优先性不足、治理规则不统一、治理能力欠缺及部门协调不力等诸多限制.作为美印网络合作的对标国,中国应以更加开放的姿态与美印开展网络对话,同时继续支持广大南方国家发展网络技术,缩小数字鸿沟,推动网络空间命运共同体建设.
Abstract
With the increasing strategic value of cyberspace and the deepening of the strategic partnership between the U.S.and India,the cooperation between the two sides in cyberspace has been strengthened.Through bilateral and multilateral dialogues and consultations,the U.S.and India have focused on cooperation in areas such as cy-ber infrastructure security,technological innovation,and the digital economy,demon-strating new trends in the deepening of cooperation topics,the expansion of mecha-nisms,and the enhancement of capabilities.Under this trend,U.S.-India cyberspace cooperation is showing new characteristics,including securitization,geopolitical align-ment,and governance normalization.The driving forces behind U.S.-India cyberspace cooperation include deepening the strategic partnership,jointly addressing cyber threats,and seeking advantages in geopolitical competition.However,in the context of the complex international situation and cyberspace,U.S.-India cyber cooperation faces several constraints,such as insufficient strategic prioritizes,inconsistent governance rules,lack of governance capacity and poor departmental coordination.As the bench-mark country for U.S.-India cyber cooperation,China should conduct cyber dialogue with the U.S.and India with a more open attitude,while continuing to support the de-velopment of cyber technologies in the Global South,narrowing the digital divide,and promoting the building of a community of shared future in cyberspace.
