公路治超非现场执法监测点建设实践与思考

超限超载现象是公路运输顽疾,具有极大的社会危害,为克服传统人力拦截治超模式的弊端,运用信息技术的非现场执法模式逐渐发挥效能,但现有的执法点在布局规划、监测点选址、系统设备等方面仍存在不足.文章依据实际建设经验,指出了目前非现场执法监测点存在的问题,从筹备论证、布局规划和建设等方面作出论述,提出了监测点选址的地理因素、称重模式、软硬件设备和现场施工等的基本原则和注意事项.基于上述理论已建成执法监测点一处,相关路段货运车辆整体超限率大幅下降,治超效果显著.
Practice and Reflection on the Construction of Off-site Law Enforcement Monitoring Point for Highway Overload Control
Overload and overlimit phenomenon is a chronic disease in highway transportation,which has great social harm.In order to overcome the disadvantages of traditional manual interception overload control mode,the off-site law enforcement mode using information technology gradually plays an effective role.However,the existing law enforcement points still have shortcomings in layout planning,monitoring point location,system equipment and so on.Based on the actual construction experience,this paper points out problems existing in the off-site law enforcement monitoring points,makes a discussion from the aspects of preparation demonstration,layout planning and construction,and puts forward basic principles and precautions of monitoring point location in geographical factors,weighing mode,software and hardware equipment,and on-site construction.Based on the above theory,one law enforcement monitoring point has been built,and the overall overlimit rate of freight vehicles in relevant road sections has significantly decreased,with significant results in overload control.
