Objective To provide reference for subsequent policy formulation and optimization by analy-zing the application of policy tools by national and local governments in promoting the construction of county-level medical service communities during 2017～2022.Methods Policy documents were coded and mapped u-sing NVivo software based on word frequency analysis with the help of Rothwell & Zegvelad policy tools and stakeholder classification.A two-dimensional framework was developed for policy text analysis.Results The coded reference points of the 23 policy documents showed that supply-type policy tools,environment-type poli-cy tools,and demand-type policy tools accounted for 40.84％,33.24％,and 25.92％,respectively.The refer-ence points for stakeholders were 67 for healthcare institutions,30 for governmental departments,24 for pa-tients,and 17 for social enterprises,indicating an imbalanced distribution across dimensions.Conclusion It is suggested that local governments address challenges in regional medical community construction,enhance balanced coordination of policy tools,implement innovative breakthroughs in the upper-level systems,straight-en out relationships among subjects within the medical service system,and continuously promote the steady de-velopment of China's medical community construction.
