城市是实现可持续转型的核心单元,可持续的城市化进程与城市转型模式能够在促进全球可持续发展方面带来协同多赢的效果,是实现《变革我们的世界:2030 年可持续发展议程》和可持续发展目标的重要加速器.当前,城市发展态势表现为城市规模分化、城乡联系加强、城市动力转轨等.城市可持续转型面临各种挑战,如规划与政策体系不完善、城市人口老龄化、风险防御能力不足、技术发展带来数字鸿沟等.实现城市可持续转型,关键路径包括开展以可持续发展为导向的城市规划、鼓励多元主体参与城市治理、构建包容性的能力建设与教育体系、应用数字技术为可持续转型赋能、探索基于自然的解决方案,等等.在联合国可持续发展目标的指引下,中国城市未来的发展应以包容性、韧性与零碳导向为核心特征,在全球应对气候挑战、迎接数字技术快速发展和面对人口老龄化的大背景下,响应国内的新型城镇化建设要求,通过扁平式的资源配置方式实现城乡均衡、可持续的发展.
Sustainable Transformation of Urban Development:Trends,Challenges,and Key Paths
Cities serve as the core units for achieving sustainable transformation,and the synergistic effects of sustainable urbanization processes and urban transformation models play a pivotal role in promoting global sustainable development.They are crucial accelerators for realizing the"Transforming Our World:The 2030 Agenda for Sustainable Development"and the Sustainable Development Goals(SDGs).Currently,urban development trends are characterized by differentiated urban scales,strengthened urban-rural linkages,and transitioning urban dynamics.Sustainable urban transformation faces various challenges,such as incomplete planning and policy systems,aging urban populations,inadequate risk mitigation capabilities,and the digital divide brought about by technological advancements.To achieve sustainable urban transformation,key paths include conducting urban planning guided by sustainable development principles,encouraging diverse stakeholders to participate in urban governance,constructing inclusive capacity-building and education systems,leveraging digital technology to empower sustainable transformation,and exploring nature-based solutions.Under the guidance of the United Nations Sustainable Development Goals,the future development of Chinese cities should embody core characteristics of inclusivity,resilience,and a zero-carbon orientation.In the context of global responses to climate challenges,rapid advancements in digital technology,and the backdrop of an aging population,addressing the requirements of domestic urbanization with a flattened resource allocation approach will enable balanced and sustainable development between urban and rural areas.
